Job Summary:

• Plan, direct, and oversee the overall operations of the Industrial Park Development Division, including project development, infrastructure planning, authority approvals, construction management, supply chain coordination, leasing/sales, and marketing activities. Ensure all industrial park projects are delivered profitably, on schedule, and in compliance with quality, regulatory, and technical requirements. Drive business growth and maximize returns by aligning project execution with the Group’s strategic objectives.

Responsibilities:

• Plan, direct, and control the overall operational activities of Project Matrix Members across Industrial Park Development functions by integrating infrastructure development, utilities planning, project delivery, and commercial activities to ensure achievement of sales/leasing targets, timely completion, and adherence to quality and budget requirements.
• Review, evaluate, and make decisions on all industrial park project-related proposals (e.g., land development, infrastructure works, utilities provision, and tenant requirements) and ensure adequate resources and support are provided for effective and professional project execution within cost, timeline, and quality standards.
• Lead and provide strategic advisory on day-to-day operational matters by mediating between Project Matrix Members and Business Unit Heads (e.g., Head of Industrial Development, Head of Sales & Leasing, Head of Infrastructure) to resolve critical issues and ensure smooth coordination across functions.
• Drive and cultivate a high-performance and collaborative work environment through leadership, coaching, mentoring, and structured development initiatives to build a strong pipeline of industrial development expertise within the team.
• Lead Knowledge Management initiatives by establishing and maintaining comprehensive documentation, technical standards, and SOPs for industrial park development (including infrastructure, utilities, compliance, and tenant management) to facilitate knowledge sharing and continuous improvement.
• Establish and maintain strong working relationships with key stakeholders, including regulatory authorities (e.g., DOSH, DOE, local councils), utility providers (e.g., TNB, water authorities), and relevant government agencies to ensure smooth approvals, infrastructure coordination, and timely issue resolution.
• Benchmark and implement best practices in industrial park development, including smart industrial solutions, infrastructure optimization, sustainability practices, and tenant-centric design to enhance competitiveness and operational efficiency.
• Provide continuous leadership, guidance, and technical expertise to Project Matrix Members to ensure the development of a competent team capable of delivering industrial park projects that meet investor, tenant, and stakeholder expectations.

Scope of Authority

• Issue Non-Conformance Reports (NCR) on non-conformances identified.

Requirements:

• Degree with a preference in Civil or Structural Engineering and Project Management.
• 15 years’ experience with 5 years in Senior Management position for large Property Development Company.
• Hands-on experience in running Development and Investment Projects and Building environments.
• Strong ability to understand financial statements (balance sheets, NPV, cash flows, etc.) for project feasibility studies.
• Good knowledge of Quantity Survey, Contract Management, Project Management, and Building materials.
• Possess a high level of integrity, sound decision-making, and problem-solving skills.
• Good knowledge of Regulations governing the Property Development Industry.
• Knowledge of legal and other requirements, and good environmental practices.
