Job Summary:
- The primary purpose of this position is to provide strategic and operational leadership for all property development activities in Sabah, particularly within a Joint Venture (JV) structure. The role is accountable for overseeing the entire project lifecycle from master planning and feasibility to execution, handover, and profit & loss (for large-scale), mixed-use township developments. The successful candidate will act as the primary liaison between JV partners, ensuring alignment of objectives, transparent communication, and the delivery of projects that maximize Gross Development Value (GDV) while adhering to timelines, budgets, and quality standards.
Responsibilities:
- Reporting direct to Chief Operating Officer.
- Lead and manage master layout planning, conceptual design, and comprehensive feasibility studies to optimize land use and maximize GDV for large-scale township projects.
- Act as the primary liaison and relationship manager between JV partners, ensuring transparent communication, alignment of strategic objectives, and professional governance in all joint operations.
- Oversee end-to-end project execution, ensuring all phases from inception to completion and handover adhere to approved timelines, budgets, and quality standards.
- Drive value engineering initiatives and implement robust cost management strategies to monitor budget expenditures and enhance overall project profitability.
- Liaise with local authorities, particularly City Hall and the Land & Survey Dept., to secure all necessary approvals and ensure full statutory compliance.
- Assume full P&L accountability for projects, including cash flow management and the achievement of financial targets as agreed with JV partners.
- Collaborate with sales and marketing teams to align product development with current market demands and commercial viability.
- Lead, mentor, and supervise a multi-disciplinary project team, fostering a culture of high performance and teamwork.
- Manage and coordinate the input of external consultants, contractors, and suppliers to ensure seamless project integration and delivery.
- Prepare and present regular, transparent reports on project development status, budgets, and risk management to the JV board and stakeholders.
- Coordinate and oversee infrastructure works, understanding the specific regulations and logistical context of East Malaysia.
- Ensure all project documentation and reporting structures are aligned with JV governance requirements and company standards.
- Provide technical leadership and strategic advice on all aspects of development, from design to buildability.
- Manage and professionally resolve any conflicts or sensitive situations that may arise between JV partners or other stakeholders.
- Oversee the evaluation of consultants’ and contractors’ performance to ensure alignment with project goals.
Requirements:
- Bachelor’s Degree in Engineering (Civil), Architecture, or Quantity Surveying from a recognized institution. Professional registration with the Board of Engineers Malaysia (BEM) is mandatory.
- Minimum 15 to 20 years of experience in property development, with a significant portion dedicated to large-scale, mixed-use township projects. A proven track record of managing projects with a GDV exceeding RM 1 Billion.
- Preferably Managers who are well versed with the authorities’ requirements in Sabah.
- Strategic and visionary leader with a hands-on approach to execution. Sheer passion and dedication towards work
