Job Summary
- Plan, direct, and control the overall operations of the Property Development Division, Central Region by ways of managing the activities of project management (eg: project development, authorities’ approval, customers experience), construction management, supply chain management, sales, and marketing activities to ensure the all assigned projects are profitable and delivered in a timely and efficient manner with quality standards in accordance to the established regulatory and project requirements and thus, contribute to the business growth and profitability and achieve business objectives.
Responsibilities:
- Plan, direct, and control the overall operational activities of each Project Matrix Members within the appointed Property Development Departments by systematic integration of all operations for Project Delivery to ensure achievement of sales targets and timely completion of projects with delivery quality and within budgeted costing for all projects undertaken and hence, contribute to the attainment of growth and maximum profitability in meeting shareholders expectations.
- Review, advise, and decide on all project-related recommendations from Project Matrix Members and provide adequate support & resources to ensure all projects undertaken are conducted professionally and delivered within the budgeted cost, time, and standards.
- Lead and provide advisory to day-to-day operational matters by way of mediating between Project Matrix Members and BU Heads of Department (eg. Head of PD, Head of Marketing & Sales, etc.) to ensure long-standing critical issues or disputes are amicably in a timely and professional manner.
- Lead, drive, and promote a motivating working environment by way of providing tactical leadership, training and development opportunities, coaching, and mentoring to Project Matrox Members to ensure the creation of a sustainable performance culture within BU while developing and grooming their repertoire of capabilities to assume bigger responsibilities or roles.
- Plan, lead and drive Knowledge Management initiatives through the establishment and maintenance of appropriate documentation and SOPs to provide cross-sharing of learning among Project Matrix Members for new ventures undertaken, and maximize knowledge and experience learnt from past projects & assignments for ensuring the interest of Group is protected in all project undertakings.
- Establish and maintain close working rapport with all parties such as DOSH, DOE, EIA, and state and/or federal government ministries and agencies to ensure approval is easily obtained, and issues are quickly resolved. Accurate information is timely communicated to protect the image and long-term interest of the Group.
- Continuously benchmark and bring aboard best practices in Property Development operations and the implementation for project improvement as to achieve continuous improvements and process efficiency in areas such as product development, sales and marketing, and project management activities.
- Continuously provide operational leadership, guidance, and advice to Project Matrix members to ensure a core professionally competent team of Property Development operation experts is made available to provide value-added services and quality delivery of projects that satisfy key stakeholders’ needs.

Scope of Authority
- Issue Non-Conformance Reports (NCR) on non-conformances identified.
Requirements:
- Degree with a preference in Civil or Structural Engineering and Project Management.
- 15 years’ experience with 5 years in Senior Management position for large Property Development Company.
- Hands-on experience in running Development and Investment Projects and Building environments.
- Strong ability to understand financial statements (balance sheets, NPV, cash flows, etc.) for project feasibility studies.
- Good knowledge of Quantity Survey, Contract Management, Project Management, and Building materials.
- Possess a high level of integrity, sound decision-making, and problem-solving skills.
- Good knowledge of Regulations governing the Property Development Industry.
- Knowledge of legal and other requirements, and good environmental practices.
