Responsibilities:
Bills of Quantities (BQ) & Quantity Surveying (QS)
- Prepare and review detailed Bills of Quantities (BQ) based on project drawings, specifications, and scope of work.
- Conduct accurate quantity take-offs and cost estimations for structural and architectural works.
- Manage variation orders, including preparation, evaluation, and documentation of project variations.
- Review and verify progress claims submitted by subcontractors and suppliers.
- Support the tendering process by evaluating subcontractor quotations, conducting cost comparisons, and ensuring competitive pricing.
Financial Management, Reporting & Oversight
- Prepare and present periodic financial reports for management review, including budget tracking, cost-to-complete analysis, and project cash flow projections.
- Monitor project budgets and conduct cost control analysis to ensure expenditures remain within approved limits and support project profitability.
- Assist in financial forecasting and cash flow planning for ongoing and upcoming projects.
- Identify and analyze cost variances against approved budgets and recommend appropriate corrective measures.
- Ensure effective financial oversight of all ongoing projects to maintain sound financial control and safeguard profitability.
- Ensure compliance with contractual provisions related to payment schedules, retention, and claims management.
- Support management in financial planning, claim assessments, and the preparation and closure of final project accounts.
- Liaise with finance and project teams to align project accounting practices, monitor expenditures, manage financial risks, and track overall project financial performance.
Procurement Review and Support
- Review procurement strategies and related documentation to ensure alignment with approved project budgets and contractual requirements.
- Verify supplier quotations to ensure compliance with project specifications, scope of work, and cost-effectiveness.
- Evaluate supplier and subcontractor proposals for adherence to scope, pricing, and delivery timelines.
- Ensure all procurement activities comply with contractual terms, company policies, and established procedures.
- Coordinate with the procurement and project teams to facilitate the timely acquisition and delivery of materials and services.
- Provide quantity verification, as well as technical and commercial input, during the vendor evaluation and selection process.
- Support vendor negotiations and assist in the selection of suppliers and subcontractors while ensuring quantities, specifications, and pricing are accurate and aligned with project cost control objectives.
Requirements:
- Bachelor’s Degree in Construction Management, Quantity Surveying, or a related field.
- Minimum 10 years of experience in contract management, tendering, and quantity surveying within the construction or heavy industry sector.
- Strong knowledge of quantity surveying, cost control, procurement, and construction contract administration.
- Good understanding of contract management and the full contract lifecycle.
- Strong communication, negotiation, and interpersonal skills.
- Ability to work effectively with stakeholders at all levels.
- Good analytical and problem-solving skills with attention to detail.
- Able to liaise with local authorities, consultants, contractors, and internal teams.
- Preferred Mandarin Speaking to effectively communicate with Mandarin-speaking clients.
- Proven experience in managing schedule, cost, risk, and quality
- Strong leadership, coordination, and stakeholder management skills
- Good interpersonal and communication skills, with leadership qualities to lead the entire project team
- Well versed in MS Office applications
